Directs and administers the budgeting, accounting, payroll, purchasing, warehouse and mail services of the District.
Interview, select, supervise, evaluate and discipline accounting, payroll, and warehouse staff assigned to the Fiscal Services Department
Responsible for the training, planning, organizing, and monitoring of work flow and activities of the Fiscal Services Department
Plan, organize and control District budgets; develop and implement budget guidelines, timelines, policies and procedures; analyze and review budgetary and financial data; develop intermediate and multi-year income and expenditure projections; monitor, control and authorize expenditures in accordance with established limitations.
Direct, train and assist other district personnel in monitoring and revising budgets
Responsible for compliance with budgeting, purchasing, accounting, and payroll procedures to ensure compliance with District, County, State, and Federal regulations
Perform research and direct the preparation of a variety of financial and statistical reports, records, and files related to the State and Federal agencies and the Board of Education
Responsible for auditing all financial activities of the district including working with outside audit firms to comply with Sate and Federal audit guidelines
Provide technical expertise, information and assistance to the Assistant Superintendent-Business Services regarding District budgets, accounting and related programs and assist in the formulation and development of policies related to Fiscal Services
Plan, organize and implement programs and in-service activities designed to enhance assigned budgets, payroll procedures and accounting systems for district-wide personnel resulting in sound and efficient financial operations
Attend meetings on behalf of the district
Other duties as assigned.
KNOWLEDGE AND ABILITIES:
Procedures and methods appropriate to a business office; budget development and control procedures; District, County, State, and Federal policies and regulations related to school district business functions
Coordinate, supervise and evaluate the work of others
Operate equipment common to the operation of a business office
Follow oral and written instructions in English
Communicate effectively and maintain cooperative relationships with those contacted in the course of work
Plan, organize and control the district-wide budget, payroll and accounting activities
Prepare financial and budget reports required by the State, Federal, administration and the Board
Analyze financial data and prepare forecasts
Education: High School Diploma or equivalent combination of education and experience related to the position. Four years education and/or training in closely related fields.
Experience: Five years of responsible accounting/budgeting or the equivalent management experience in a related field. Experience in supervising other personnel preferred.
